The Brief

Highway Markings Ltd required a Safety Advisory to design, develop and implement a Safety Management System. To prepare Highway Markings for Certification of the SMS over a 3- year period. provide all statutory H&S training to ensure compliance with the Safety Health and Welfare at Work Act 2005 and Secured OHSAS 18001 accreditation through NSAI.

Our goals were to:

  • Design, develop and implement OHSAS 18001 Safety Management System and documentation to support the system.
  • Prepare Highway Markings for Certification of the SMS over a 3- year period.
  • Liaise with NSAI in Audit and Preparation of certification.
  • Identify what needs to be monitored and measure like legal requirements, activities and operations related to identified hazards, risk and opportunities. The progress towards achieving the OH&S objectives and effectiveness of operational controls.
  • Establish Key Performance Indicators like, number of work-related accidents, percentage of workers that received OH&S training, number of work hours lost due to injury or illness, days since last work-related accident etc.
  • Evaluated the performance from industry statistics, bench-marking and past performances. The performance evaluation was analysed and improved upon and communicated with workers.
  • Work alongside the Highway Marking to review staff training needs to establish and implement a training matrix for mandatory H&S training (first aid, manual handling, working at height etc).

The Solution

  • Carry out Gap Analysis of Current Health and Safety System. The discovery phase is to review what is currently in place in the organisation so we can develop a gap analysis and identify the high priority area we need to focus on.
  • Design and develop proposed safety management system process.
  • Set out scope, needs and expectations of SMS.
  • Establish Roles and Responsibilities within the system and document same.
  • Planning to identify hazards, opportunities, assessment legal requirements and OH&S objectives.
  • Develop a new corporate safety statement.
  • Develop new SMS core polices & procedures.
  • Develop new safe operating procedures.
  • Develop Methods statement for site operations.
  • Update existing risk assessments in consultation with staff and agree responsibilities within risk assessments and action plan and develop risk register.
  • Review corrective actions register and record risk improvements. Cross check CA’s with risk assessments.
  • Update legal & chemical register.
  • Provided safety workshops for key management staff.
  • Consultation and participation with staff on the ground.
  • Develop site inspections programme /schedules.
  • Develop audits inspection programme/schedule on all sites.
  • Establish Key Performance Indicators.
  • Provided Health and Safety Induction training.
  • Set Document Control/Management Solution to streamline health and safety processes and documentation.
  • Attend safety management meetings.
  • Liaise with NSAI.
  • Prepared and attended Highway Markings for NSAI sudit.
  • Develop training matrix.
  • Delivery of Training: IOSH Supervisory Management for Construction Manger Course | PHECC First Aid Responder Training | PHECC CFR | Manual Handling | Safety Awareness.

  • Achieved NSAI Certification for the OHSAS 18001 Safety Management System.
  • Development and delivery of the Safety Management System.
