Course Description
The SOLAS Safe Pass Programme was developed following an initiative by the Construction Industry Training Committee. This initiative was incorporated into the Construction Safety Partnership Plan which was launched by Tom Kitt T.D., Minister for Labour, Trade and Consumer Affairs in October 2000. Detailed consultation took place between SOLAS and expert working groups representing the Social Partners with the support of the Construction Industry Training Committee. The consultation focused on the content and delivery of the SOLAS Safe Pass Programme and took into account the target group to whom it was to be delivered.
Important Participants will be required to provide the following information on the day of the course:
- PPS Number
- One Passport Sized Photo
- Photo ID
- Good Standard of English – If your english is not to good standard you will not be able to complete the course.

Registration: 7:30am
Start Time: 8:30am
Finish Time: 5:00pm
Course Delivery Method: Face to Face
For essential services, or where authorised, On Site training can be conducted depending on which current level of the National Framework for Living with Covid-19 is in place and once the minimum infection controls below can be observed:
- A minimum of 2 metres between each trainee
- A well aired room with windows that can be open
- Hand sanitiser or/and gloves made available to all trainees
- All hard surfaces cleaned before and after the training course
- No other personnel allowed in the room until the course has finished
- No entry of personnel showing any symptoms of COVID-19
- Pre-screening Covid-19 questionnaire completed and approved before course commencement
- All Government, HSE, WHO & CIF guidelines can be adhered to
The objective for this programme is to:
- Raise the standard of safety awareness in the construction industry.
- Ensure that all site personnel undergo basic health and safety awareness training with the view to making a positive contribution to the prevention of accidents and avoidance of health hazards.
Legislation
The Safety Health and Welfare at Work (Construction) Regulations 2013 (Part 1, Section 4) provides details on the categories/occupations for which a SOLAS Safe Pass Registration Card is required. Construction Apprentices registered under the Standards Based Apprenticeship Scheme, and trainees undergoing Traineeships in the Construction Industry are also required to have a SOLAS Safety Awareness Registration Card
The course incorporates practical exercises and classroom training. The course is presented using overheads, slides and group exercises. Course materials are provided for all participants. Course content includes the following:
- Introduction & Welcome
- Module 1 – Promoting of safety culture
- Module 2 – Duties & Responsibilities
- Module 3 – Accident Reporting & Prevention
- Module 4 – Working at Heights
- Module 5 – Excavations & confined spaces
- Module 6 – Working with Electricity underground & overhead services
- Module 7 – Personal Protective Equipment
- Module 8 – Use of hand-held equipment, tools and machinery
- Module 9 – Safe use of vehicles
- Module 10 – Noise & vibration
- Module 11 – Manual Handling
- Module 12 – Health and Hygienes
On successful completion of the course the attendants will be issued with a SOLAS Safe Pass card.

Prior knowledge
No prior knowledge is required
Pre-course preparation
Learners are required to:
- Provide PPS number on day of training courses
- Provide one passport sized photo on day of training courses
- Provide photo ID on day of training courses
- Have a good standard of the English laugauge
- Complete our Pre-Course Questionnaire 3 days prior to course
